Campaign Memo: Eight Days Out, House Outlook Still Looks Good for Republicans

From now through Election Day, CBS News chief political consultant Marc Ambinder will provide his keys to understanding the state of the campaign:

1. The House seems to be holding fine for Republicans. There are a ton of Democratic incumbents at or below 45%. In a wave election, nearly all of those folks lose. In 2006, there were a ton of GOP incumbents polling between 46%-48% -- many of them lost. Note: If the Republicans only were to win the 48 seats that voted for a Democrat for Congress and McCain for President, they'd pick up 48. Even if Democratic enthusiasm matches Republican enthusiasm, the game board is tilted towards Republicans.

On the flip side, there is evidence that African Americans are becoming more engaged and more interested in voting. Given that they vote 90% or so for Democrats, having their base get more motivated -- even late -- means something.

Of course, most of the House battleground districts have low African American percentages, so it is less of a boon than in other situations.

2. The Senate landscape still tilts towards Republicans -- the polls look particularly strong in Arkansas, North Dakota, Indiana and Wisconsin. Republicans are also positioned to win four of the five open seats they're defending - Florida, New Hampshire, Ohio and Missouri. That leaves eight races -- Republicans needs six of these -- Kentucky, Pennsylvania, Illinois, California, Washington, Colorado, (where polls show a Bennet surge of late), West Virginia and Nevada. Republicans have an edge in West Virginia and Nevada among these seats.

3. Republicans are getting nervous about California; the LA Times poll showing high single digit leads for Boxer and low double digit leads for Brown is a gold standard there.

4. In Florida, Democratic early vote results, particularly among voters with "No Party Affiliation" listed, roughly matches the pace of 2006, which Democrats find encouraging.

5. Republicans think their advantage in the Michigan governor race will swing the roughly five competitive CDs in that state their way. No real signs in Texas that Bill White is going to pull off an upset over Rick Perry in Texas. Republicans are very nervous about a late Tom Tancredo surge in Colorado.

6. For the White House, the big three Senate races are Delaware, Illinois, and West Virginia, along with Alaska,  given Lisa Murkowski's alienation from her party. The thoughts here are on the lame duck session, both because of legislative initiatives like the START treaty (which Obama views as critical to show the world that he can get tough things done) and the legitimacy of the session itself. There's no question that Republicans will question the very idea of a rump session, and you can expect the GOP echochamber (Limbaugh, Hannity, with assists from Fox News, Palin, etc.) to threaten to punish members of Congress who show up for the lame duck.

I love how CBS says still looks good. Wow they are on schedule to pick up between 55 to 80 seats and the Liberal CBS says looks good! It looks fantastic earth shattering wonderful not just looks good. If this was the Demos winning CBS would play the headline with pomp and flare befitting a KING or the discovery of life on another planet but since it is a tremendous GOP victory it just looks good. And the Liberals still have their loyal CBS at their side.

Extend the Bush tax cuts to stimulate jobs. This is the Republican policy that will supposedly put the economy back on track. Now if I remember correctly before the tax cuts there was a $350 billion surplus and high employment. After the cuts were put in place unemployment rose and the economy collapsed. The ordinary American real wages dropped like a stone. The tax cuts are in place now and have been in place for 8 years. Where is the job creation. I get it. The Republicans mean China and India where they have invrsted their tax break dollars. We just need more tax breaks so we can transfer the American workers to China and India. Forgive my stupidity. If we give even more tax breaks we can also help them to learn Cantonese and Hindustani.

Republican Majority in Congress, THEY GET WEALTHY on your tax dollar, and YOU GET NOTHING! Does this sound like a good business deal for Americans?

Obama and the Dems fought the greedy and corrupt health insurance corporations and started us down the road of badly needed health reform. They passed financial reform to stop the criminal banksters. And helped stop the predatory student loans. They stopped the HUGE job losses that were occurring under Bushoccio and passed a stimulus that saved millions of jobs. The Bushoccio Crime Family had already started one tragic invasion and was about to start another one after two years of rule.

Republicans fought these changes that Americans needed the whole entire way and, offer NOTHING of their own to solve any problems facing the United States. The GOP doesn't deserve the Majority...

Bush did a stimulus package too moron. The Banksters that you are talking about, Democrat Chris Dodd, (glad to see that nut go) said they were doing ok and felt there was no need for action, or did that slip your mind like history usually does?

I really hope people wake up and realize this mess we are in is the end result of 30 years of Reagnaomics by the Republicans and their rich corporate masters. If Americans want more war, less jobs and a dirty environment then they should vote for the Republi CONS. Hopefully they are smarter than that.

Thank you, Loyalisti, for your insightful posts. But could you please explain how the last four (or two if that would be easier) years have been more peaceful, more jobs and a cleaner environment? I'm not seeing how a government led by Dems is better than the previous one led by Repubs.
